Steve Stout

Mr. Stout has over 30 years of experience in developing and managing the implementation of risk-based safety programs and regulatory compliance programs for high-risk industrial facilities and assisting government regulators to develop and implement risk-based regulatory programs. Mr. Stout is currently supporting the US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) pipeline safety program including regulatory development, risk-based oversight, and program development.  Previously, Mr. Stout performed risk-based and deterministic safety analyses for DOE’s defense, nuclear and chemical facilities, including Oak Ridge Operations, Savannah River Site, and Paducah Gaseous Diffusion Plant. Mr. Stout was also a consultant to the corporate manager of Regulatory Assurance and Policy for the United States Enrichment Corporation (USEC). In this role, Mr. Stout provided expert advice and solutions that involved complex technical and operational problems, which were further complicated by an extensive and complex regulatory environment involving many agencies of the Federal Government. This was the first ever privatization of a government-owned nuclear facility.

David Kuhtenia

Mr. Kuhtenia has 20 years of experience in the areas of risk analysis, safety analysis, procedural improvements, and programmatic upgrades for engineering and technical organizations. Over ten years of experience in the development of technical guidance and inspection guidelines for implementation of hazardous liquid and gas transmission pipeline integrity management regulations. Mr. Kuhtenia also performs updates to commercial nuclear power plant probabilistic risk analyses and models, including severe accident analysis, internal fire threats, plant equipment design basis functionality, plant system fault trees/event trees, and safety analyses. Prior to his work in the pipeline industry, Mr. Kuhtenia supported the Department of Energy’s Defense Nuclear Facilities by preforming analytical support for the Newport Chemical Agent Disposal Facility Quantitative Risk Assessment (QRA) and procedural, programmatic, and training upgrades for Hanford Nuclear Reservation River Protection Project (RPP) operations.

Anthony “Tony” Franchina

Mr. Franchina currently supports and provides expertise to PHMSA’s Office of Pipeline Safety in achieving its goals and objectives.  He has brought his deep knowledge of pipelines and pipeline safety regulations to support PHMSA’s safety programs’ development, implementation, and administration in the areas of risk management, underground natural gas storage (UNGS), pipeline construction, breakout tank construction, LNG facility construction, and hazardous liquid integrity management.

Mr. Franchina has 30 years of prior experience with a major U.S. energy company, with 23 years in the Pipeline sector, including pipeline design, construction, operations, and maintenance. He has held Pipeline leadership roles in developing and managing company regulatory policy, regulatory compliance and audits, risk management, HS&E, stakeholder relations, public awareness programs, and damage prevention under PHMSA’s pipeline safety regulations. In addition, he held roles that involved the coordination and implementation of risk management and sustainability strategies for large scale natural gas and crude oil exploration and production projects.

Mr. Franchina is based in Houston, TX.

Lauren Williams

Ms. Williams has 10 years experience as a consultant in the oil and gas industry. In her career Ms. Williams’ experience comes from working with a variety of large and small operators in the private sector as well as currently supporting US DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) in regulatory development and implementation. Her areas of expertise include process development, information systems, and risk assessment to support integrity management.
