Final Rule Defining High Consequence Areas For Gas Transmission:   August 2002

A Federal Register Notice published August 6, 2002 announced the final rule defining high consequence areas for gas transmission pipelines. This final rule is the first step in a two-step process to develop integrity management program requirements for gas transmission operators. In the second step, OPS will propose requirements to improve the integrity of gas transmission pipelines located in these high consequence areas.

Notice of Proposed Rulemaking - HCA Definition for Gas Transmission Pipelines:   January 16, 2002

On January 9, 2002, RSPA's Office of Pipeline Safety issued a Notice of Proposed Rulemaking proposing to define areas of high consequence where the potential consequences of a gas pipeline accident may be significant or may do considerable harm to people and their property. This proposed rule is the first in a two step process to address the integrity management programs for gas pipelines. The proposed definition does not require any specific action by pipeline operators, but it will be used in the pipeline integrity management rule for gas transmission lines that OPS is currently developing.

OPS created the proposed definition from the comments received on the notice that invited further public comments on integrity management concepts as they relate to gas pipelines and from information gathered through discussions with industry representatives, public interest groups, and others.

February 2001 Integrity Management Public Meeting:   February 21, 2001

The Office of Pipeline Safety held a public meeting in Arlington, Virginia on February 12-14, 2001 to address two important initiatives OPS has underway: Integrity Management of Natural Gas Pipelines and Integrity Management Communications. Upcoming Public Meeting on Integrity Management:   January 12, 2001

OPS will be holding a public meeting in Arlington, Virginia on February 12-14, 2001 to address two important initiatives OPS has underway: Integrity Management of Natural Gas Pipelines, and Integrity Management Communications. OPS Continues Meetings with Natural Gas Industry Representatives:   November 2000

Over the past few months, a series of meetings between OPS and State regulators and the gas pipeline industry on how best to add protection to pipeline segments in high consequence areas (HCAs) has been held. The intended outcome of these meetings is a technical basis document developed by industry and docketed in support of a rulemaking. OPS Meeting with Natural Gas Industry Representatives:   April 12, 2000

OPS recently met with representatives of the gas pipeline industry in Napa, CA to clarify the issues involved in increasing the level of assurance of pipeline integrity in high consequence areas. This was intended to be an educational meeting in which the gas pipeline industry was looking for feedback on the direction of its current analysis. Industry actions are intended to support OPS deliberations on an appropriate Gas Pipeline industry Integrity Rule, and it is expected that these actions will be completed between now and October 30, 2000, with intermediate documentation products due at approximately one month intervals.

The major areas covered during the meeting were status reports on:

  • "probability and consequence analysis" of gas pipeline accidents intended to focus on the features of any integrity problem areas,
  • treatment of high population density areas in the current code (Part 192),
  • ideas on the definition of high consequence areas,
  • introduction of an industry analysis on the time allowances for reinspection of gas pipelines in high population zones, and
  • current integrity management practices.
In addition, the Interstate Natural Gas Association of America (INGAA) arranged for a tour of the Napa Pipe production facility to provide some insight into the pipeline manufacturing process.

The group agreed that progress meetings should be held at approximately one month intervals, with the next meeting to be held in Columbus, Ohio on April 19 and 20.
