LDC RAFT Final Report: |

The National Association of Regulatory Utility Commissioners (NARUC) approved the final report of the LDC RAFT at its Summer meeting in Seattle July 18, 2001. The LDC RAFT Report has been made available for public access on this web site. The report is also expected to be distributed by NARUC.

Regulatory Alternatives Feasibility Team - Eighth Meeting: |

The Regulatory Alternatives Feasibility Team held its eighth, and final, meeting on November 1 and 2, 2000, in Las Vegas, NV. The primary purpose of the meeting was to review a draft final report. Changes were made during the review and a revised draft final report will be posted for team review. Once any final comments are incorporated, the Technical Team Co-chairs will forward the revised final draft report to the Steering Team for review and approval. The final report will be made available on this web site after approval. An Executive Summary of the meeting is available.

Regulatory Alternatives Feasibility Team - Seventh Meeting: |

The LDC RAFT held its seventh meeting in Milwaukee, WI on June 6, 2000. The team concluded that use of a risk management approach is feasible to develop regulatory alternatives for complex situations. The team reviewed, revised, and approved a set of guidelines developed by a subcommittee addressing a process for developing such alternatives. An Executive Summary is available.

The Regulatory Alternatives Feasibility Team held its sixth meeting in Scottsdale, AZ on February 8 and 9, 2000. The team continued discussion of how risk management approaches might be applied to a complicated regulatory alternative. An Executive Summary is available. The Regulatory Alternatives Feasibility Team held its fifth meeting in Herndon, VA on November 16 and 17, 1999. The team continued its discussion of potential improvements to the process by which waivers from regulations are processed. Discussion also was initiated on possible uses of risk management information as a regulatory alternative. An Executive Summary of the meeting is available.

Regulatory Alternatives Feasibility Team - Fourth Meeting: |

The RAFT met in Colorado Springs, CO, on July 7-8, 1999, and considered the report of a subteam which has examined the current waiver process. The team agreed that improvements can be made and directed the subteam to further develop concepts. The team also considered a risk-based enforcement policy used by one State regulatory agency, and agreed to examine that alternative further as well. An Executive Summary of the meeting is available.

The RAFT continued its discussion of alternatives for improving the regulatory process at its third meeting on March 22-23, 1999 in New Orleans, LA. Examples of risk management activities in member companies and the industry were discussed, as was the current waiver process. The team defined four alternative approaches to be assessed. The RAFT held its second meeting in Houston, TX on November 18 and 19, 1998. The meeting consisted principally of a background discussion covering risk assessment methods and alternative approaches to regulation. The first meeting of a joint industry-government team to examine alternatives for regulating safety of intrastate natural gas operating companies was held in Richmond, VA on September 9-10, 1998. The Regulatory Alternatives Feasibility Team (RAFT) is co-sponsored by DOT’s Research and Special Programs Administration, Office of Pipeline Safety (OPS), the American Gas Association (AGA), and the National Association of Regulatory Utility Commissioners (NARUC). The team is composed of representatives of intrastate natural gas companies, State regulatory agencies, and DOT. The team will conduct a feasibility study of alternatives to improve safety regulation of intrastate natural gas pipelines, including application of risk management techniques.
