Columbia Withdraws from Risk Management Demonstration Program: |

Columbia Gas Transmission has asked to withdraw its application from the Risk Management Demonstration Program. While strongly believing that the concepts and premises of risk management have improved and will continue to improve pipeline safety, Columbia has decided it is better for its organization to redirect its resources and to focus on two major efforts in the near term:
- System wide improvement of its operations;
- Development and implementation of an integrity management program for its high population density areas.
The Office of Pipeline Safety appreciates Columbia’s participation in the program and has found it to be a beneficial interaction for both organizations over the past few years.

Regional Directors' Meeting: |

An October 22, 1998 meeting of the OPS Regional Directors established guidelines for addressing certain technical issues related to Columbia's (and other companies') proposed risk control alternatives for class location changes. Discussions are continuing with Columbia concerning the specifics of its pigging program and other risk control activities.

Columbia Risk Management Demonstration Project Application: |

On September 25, 1998 Columbia Gas Transmission submitted its formal Application to participate in the OPS Risk Management Demonstration Program. The Application provides an overview of Columbia's proposed Risk Management Demonstration Project, including its proposed Work Plan, Performance Measures, and Communication Plan.

As planned at the August consultation meeting, a team of OPS personnel representing the Project Review Team met with Columbia at its offices to obtain further information about its proposed Risk Management Demonstration Project and to further discuss the specific risk control activities that Columbia will perform to ensure superior performance under risk management.

The first consultation meeting with Columbia Energy Group was held in OPS offices on August 12, 1998. At this meeting, Columbia provided an overview of its risk management program, and proposed a series of risk control alternatives that it believes will lead to superior safety, environmental protection, and service reliability. As discussed in pre-consultation meetings, Columbia is proposing alternatives to the current regulations related to class change locations, maximum allowable operating pressure, rectifier inspection frequency, and hydrotesting procedures.
Columbia delineated the risk control alternatives it is proposing and the basis for concluding that superior performance would result from these activities compared to compliance with the current regulations.

Columbia has provided OPS a Risk Management Program Description that: - describes Columbia's risk management program,
- delineates the proposed alternatives to current regulations,
- provides a basis for concluding that the proposed alternatives are expected to result in superior performance,
- provides a Workplan that defines the specific program development and implementation milestones, and
- includes a Communication Plan describing planned interactions with local officials, stakeholders, and the public.
This information package reflects comments provided by OPS to Columbia during previous pre-consultation meetings and discussions.
Columbia's project description has been updated in PRIMIS to reflect this latest submittal.
